A CEO landing at Fiumicino at 23:00, three speakers to take to a congress at EUR, a bride and groom to drive to church: these are different services, but they have one thing in common. They need a car with driver booked in advance, on time at the agreed hour, with a clear price before departure. That is what an NCC (noleggio con conducente, the Italian licensed chauffeur hire service) does in Rome, and what we do with executive cars, minivans and limousines.
Cars with drivers are the work the company was founded on, before coaches. Today the chauffeur service sits alongside our minibus and Gran Turismo services, as part of our coach and bus hire in Rome.
NCC in Rome: what it is and how it differs from a taxi
NCC stands for noleggio con conducente, hire with driver. In Italy it is regulated, together with taxis, by the framework law on non-scheduled public transport services (Law no. 21 of 15 January 1992). The difference that matters to travellers is simple: a taxi is taken from a rank or called on the spot, an NCC is booked in advance. Aeroporti di Roma makes the same point: chauffeur hire at the airport has to be requested in advance.
When you book, you agree everything beforehand: time, pick-up point, destination, any stops and the price. There is no meter running in traffic on the Raccordo (the GRA, Rome’s ring road), and the driver already knows who to collect and where.
We do not offer self-drive hire and we do not supply drivers for clients’ cars: the service is always vehicle plus driver.
The services we run with cars and minivans in Rome
Chauffeur hire in Rome covers very different needs. The most common are:
- journeys in and out of the city, including several stops on the same day;
- business appointments, roadshows and executive services for guests and managers;
- transfers to and from Fiumicino, Ciampino, Termini station and the port of Civitavecchia;
- private events and ceremonies, from weddings to anniversaries;
- ongoing or on-call services for companies that often have guests in the city.
For companies the advantage is having a single supplier: with our event transport in Rome, the car for the speaker and the coach for the participants at the same event are arranged with one quote.
NCC to and from Fiumicino and Ciampino
The airport transfer is the most requested NCC service. We monitor flight times: if the flight is delayed, the driver waits without you having to tell us. At Fiumicino, NCC vehicles follow precise traffic and parking rules set by the airport operator and by ENAC (the Italian Civil Aviation Authority), with dedicated areas for picking up passengers; that is why the meeting point is agreed when you book.
Aeroporti di Roma advises travellers not to accept transport offers made inside the terminal by unauthorised people. With a booking you have the operator’s name, the time and the price already confirmed.
When it is not one person arriving but a group, the vehicle changes. Above 8 passengers we use minibuses and coaches for the transfer from Fiumicino and Ciampino.
Executive cars, minivans, limousines and electric vehicles
The chauffeur fleet includes executive cars, including Mercedes-Benz, for people travelling alone or in small numbers, and minivans with up to 8 seats for small groups, families or delegations. For weddings and ceremonies we have ceremonial limousines, which can be combined with the guest shuttle from our wedding coach hire in Rome.
For those who need to report their travel emissions there are also electric vehicles with up to 5 seats. The company holds ISO 14001:2015 environmental certification and on request provides emissions data per kilometre, useful for ESG reporting.
If the group is larger than 8, the next step is a van or a minibus, and choosing between a 20-seat van and a 20-seat coach depends on the group and the route.
From cars to Gran Turismo coaches, our fleet has more than 100 vehicles, all owned by us.
Our drivers and service at any hour
Our drivers work in Rome’s traffic every day: they know the queues on the Raccordo, the streets around the Vatican on busy days, the evening exits from major events. With VIP guests they are discreet and do not join in conversations on board. On request we provide an English-speaking driver for international guests, and at weddings our drivers wear formal dress.
The service runs 7 days a week, public holidays included, at any hour. A flight landing at one in the morning or a 04:30 departure for Fiumicino is part of our normal work. Our cars are serviced on a schedule in our in-house workshop, and if one breaks down a replacement vehicle steps in.
Seventy years of chauffeur hire in Rome
Todde Bus was founded in 1956 by Orazio Todde, a young Sardinian who had moved to Rome, as a car hire company. Today, in its third generation, it is run by Marco Todde, regional coordinator for Lazio of the Associazione Nazionale Bus Turistici Italiani (An.bti Confcommercio, the national association of Italian tour coach operators). Throughout the company’s history the motto has stayed the same: “We never leave anyone stranded”.
How to book an NCC in Rome
For a quote, tell us the date, the time, the pick-up point and destination, the number of passengers, the luggage and any stops. For an airport transfer, add the flight number. We reply within a few hours during business hours; for a same-day service it is better to phone.
The quote is in writing and includes driver, fuel, passenger insurance and maintenance. Waiting hours beyond those planned are charged at an hourly rate set in advance, so you always know what you will spend.
For guests arriving in Milan there is our chauffeur service in Milan, run from our Lainate base.

Frequently asked questions
How much does an NCC cost in Rome?
The price depends on the route, the type of car and the length of the service, and it is fixed in the quote before departure. For an airport transfer, the time of day and any waiting hours also affect it.
What is the difference between an NCC and a taxi in Rome?
A taxi is taken from a rank or called on the spot and charges a metered fare. An NCC is booked in advance, with time, route and price agreed beforehand.
Do you provide NCC transfers from Fiumicino at night?
Yes, the service runs at any hour, public holidays included. We monitor the flight, so if it is delayed the driver waits without you having to tell us.
Can I hire a car with driver for a whole day in Rome?
Yes, we can provide a car and driver for several hours or for the whole day, with the stops you give us. Small changes on the spot are handled with the driver; major changes need to be agreed beforehand.
Do you have wedding limousines in Rome?
Yes, we have ceremonial limousines. They can be booked together with the guest shuttle, so the whole day has a single contact person.
How many passengers can an NCC carry?
Executive cars are designed for a few passengers, minivans take up to 8. Above that number we move to a van or a minibus, always with a driver.
