Commuting in Rome has features that set it apart from almost every other large Italian city. The metro network has only two lines running across most of the urban area. Surface transport builds up delays measured in tens of minutes, not minutes. The access roads to industrial zones and outlying business districts, such as EUR, Magliana, Acilia and Tiburtina, have daily congestion that makes any timetable unpredictable.

The company shuttle is one of the services we run from our base in Via Ugo Forti, together with all our coach and bus rental in Rome.

For an employee working in a business district not served by the metro, commuting can become the most stressful part of the day. Two hours of travel there and back in heavy traffic every day is not a minor detail: it affects productivity, job satisfaction and loyalty to the company.

A company shuttle does not solve every problem of commuting in Rome, but it solves the ones that affect your staff.

Why a company shuttle pays off (financially too)

The most common argument against setting up a company shuttle is cost. And the cost is real: it is not a free service. But it has to be compared with alternative costs that are often not calculated.

Mileage reimbursement covers part of the cost of a private car, but not all of it. The company parking policy, if the site has paid or scarce parking, has a real cost. Absenteeism caused by commuting (employees who arrive late because the traffic was unpredictable, or who take a sick day because the train plus bus combination stopped working) has a cost that does not appear in any report but exists all the same.

The shuttle removes the variables. Fixed timetable, guaranteed departure, predictable arrival. For employees, it means a less stressful commute. For the company, it means less uncertainty about when staff arrive.

There is also a tax element. The shuttle service is one of the company benefits governed by article 51 of the TUIR (Italy’s consolidated income tax law) and can be structured so that it does not count towards the employee’s taxable income, within the limits set by current legislation. The company’s HR office or employment consultant can assess this option as part of the employee welfare plan.

How we structure a shuttle service in Rome

No company shuttle plan works the same way for every company. The number of employees, where they live, working hours, the location of the site and seasonal changes in demand are all factors that determine how the service should be built.

Our process starts by gathering the key information: how many employees might use the service, which parts of the city they come from, what working hours they have (single shift, multiple shifts, flexible hours), and which parts of the city are already served by efficient public transport (which there is no point covering with the shuttle).

From this information we build a proposal with: route or routes, stops, times, vehicle type, frequency and monthly cost of the service. Before anything is signed, the plan is shared with you for any changes.

The right vehicle for a company shuttle

The choice of vehicle depends on how many employees use the service and how they are spread along the route.

A 16-20 seat minibus or a 20-seater van works for companies with a limited number of commuting employees, or for services on urban routes where frequency matters more than the capacity of a single vehicle.

A 36-seat bus is used when demand is high and the route runs outside the city or along main roads where frequency is not an issue.

For companies with several sites spread across the area, it can make sense to use different vehicles on different routes, coordinated so that employees can choose the most convenient stop.

Continuity of service: what we guarantee

A company shuttle is an ongoing service, not an occasional one. This means that day-to-day reliability matters more than occasional perfection. A vehicle that arrives on time 90% of days and fails to turn up on the other 10% is a problem for the company and for the employees who use it.

Environmental certification and ESG reporting

For companies with sustainability targets, the company shuttle is something that can be highlighted in ESG reporting.

The reasoning is simple: every employee who uses the shuttle instead of a private car reduces the emissions of their commute. If the shuttle uses Euro 6 vehicles, the reduction is greater still compared with a service using an older fleet.

How to start the service

The first step is a conversation. Contact us with the basic information (approximate number of employees, location of the site, main working hours) and we will arrange an assessment. The proposal usually arrives within a week of gathering the information.

If the service goes ahead, the first month works as a running-in period: we check that the times are right, that the stops are in the right place and that the vehicle’s seating capacity is adequate. Changes in the first 30 days are normal and we handle them at no extra cost.

FAQ: employee shuttle service in Rome

What is the minimum number of employees needed to set up a company shuttle?

There is no absolute minimum. With 10-15 employees on a shared route, the service can already make financial sense, especially if the site is in an area poorly served by public transport. With fewer than 10 people, it depends a great deal on distance and times. In some cases, a smaller minivan with few seats is the answer. We assess each case individually.

Can we change the service times if company shifts change?

Yes. The contract sets out a procedure for changing times, with minimum notice (usually 5-7 working days for structural changes). For exceptional one-off changes, such as a staff meeting that moves the end of the working day, what can be done depends on vehicle availability at that time of day.

Does the shuttle service count as a deductible employee welfare benefit?

Collective transport of employees to and from the workplace can count as a company benefit with favourable tax treatment under article 51 of the TUIR, within certain limits. The specific conditions depend on how the service is structured in the company contract. We recommend checking the conditions that apply to your case with your employment consultant.

How are seasonal changes in demand handled? In summer there are fewer employees.

Seasonal variation is something we already build into the structure of the contract. For periods of lower use (August, public holidays), the service can be temporarily reduced. How seasonal variations are handled is defined in the service contract.

Do you provide monthly reports on use of the service?

Yes. For ongoing contracts we provide a monthly report that includes the services provided, hours, km travelled and, on request, aggregated usage data by route. This documentation is useful for internal management, for ESG reporting and for checking the contract.
