For tour buses Rome has a dedicated system of restricted traffic zones, with paid permits, numbered pick-up and drop-off areas and a historic centre closed to almost everyone. Whoever writes the programme needs to know them, because they decide where the group gets on, where it gets off and how far it walks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We work with these rules every day through our <a href=\"https:\/\/toddebus.it\/en\/bus-and-coach-rental-in-rome\/\">coach and bus hire service in Rome<\/a>, and Marco Todde, who runs the company, is the Lazio regional coordinator for the Italian national tour bus association (An.bti Confcommercio). Here we summarise the 2026 rules published by Roma Servizi per la Mobilit\u00e0 and Roma Capitale.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The three ZTL zones for tour buses in Rome<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The three zones reserved for buses are active every day, public holidays included. <strong>ZTL BUS A<\/strong> (ZTL stands for Zona a Traffico Limitato, a restricted traffic zone) is the outermost and is active 24 hours a day. <strong>ZTL BUS B<\/strong>, further in, is active from 05:00 to 24:00. <strong>ZTL BUS C<\/strong> covers the historic centre and is active 24 hours a day: tour coaches do not enter it, except in the few cases covered by authorisation C, which we explain further on.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is also an emissions requirement. Euro 0, 1, 2, 3 and 4 vehicles cannot enter the three bus ZTLs, including those fitted with a particulate filter. More than half of our fleet is Euro 6, and for services inside the ZTLs this is one of the criteria we use to choose the vehicle.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Which permit you need: A, B and the Vatican and Colosseum variants<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Permit A<\/strong> allows the coach to drive and park in ZTL BUS A and to pick up and drop off passengers outside hotels, restaurants, schools, offices and museums in that zone. <strong>Permit B<\/strong> extends the same rights to ZTL BUS B, closer to the centre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the areas around the Vatican and the Colosseum the regulations provide variants of permit B (B1, B2, B3, B4, B5 and the combinations B51-B54). Each gives access to specific car parks and drop-off points: Piazza dei Tribunali, Viale Giulio Cesare and the Terminal Gianicolo on the Vatican side, via del <a href=\"https:\/\/toddebus.it\/en\/rome-concerts-group-shuttle-circo-massimo-olimpico\/\">Circo Massimo<\/a> and via della Navicella on the Colosseum side. These permits are limited in number: for the Vatican the day is split into a morning slot until 13:30 and an afternoon slot from 13:30, while at the Colosseum the drop-off bays are booked in 30-minute slots.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are the rates for the daily permit bought online:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><thead><tr><th>Daily permit (online)<\/th><th>Vehicle over 8 metres<\/th><th>Vehicle up to 8 metres<\/th><\/tr><\/thead><tbody><tr><td>Permit A<\/td><td>\u20ac30<\/td><td>\u20ac24<\/td><\/tr><tr><td>Permit B, B1, B2, B3, B5<\/td><td>\u20ac451<\/td><td>\u20ac361<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Discounts apply: 10% for Euro 6 vehicles, 5% for Euro 5, 50% for electric, hybrid, LPG and natural gas vehicles. The regulations also provide a 20% reduction on daily permits in January, February and August. Rates for the other variants and for multi-entry books are on the official rates page, which you should always check before working out costs.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Check points and online purchase: what changed in 2026<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Until 2025 the daily permit could also be bought at a check point. Since 31 December 2025 the Aurelia check point no longer sells permits, and since 1 January 2026 permits for tour coaches can only be bought online, on the Roma Servizi per la Mobilit\u00e0 portal. The permit must be printed on A4 paper and displayed clearly on the windscreen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Licensed hire companies can also use a book of 50 to 300 entries, valid for 365 days, with an on-board device for tracking the vehicle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Authorisation C<\/strong>, which means entry into the historic centre, costs nothing on top of the daily permit but applies only in specific cases: primary school groups on a trip to places inside ZTL BUS C, guests of hotels with at least 40 rooms located in the zone, and passengers with disabilities on vehicles fitted with a ramp. It allows 60 minutes inside the zone from the time of entry, with a maximum of 30 vehicles a day for schools and hotels, and must be requested online at least 5 working days in advance.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Where the coach stops: short, hourly and long-stay parking<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The regulations distinguish three ways of stopping. <strong>Short stops<\/strong> are only for getting the group on and off, for a maximum of 15 minutes, near the most visited sights. Hourly parking goes up to 3 hours, already included in the permit; from the fourth hour you pay \u20ac100 for each hour or part of an hour. Long-stay parking, beyond 3 hours, takes place in the outer areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among the short-stop bays listed in the regulations is the one at <strong>Lungotevere Marzio<\/strong>, along with via Carlo Alberto, Lungotevere dei Tebaldi, via Ludovisi, Lungotevere in Augusta and Lungotevere Aventino. They are designed for a quick drop-off: the group must be ready with bags and jackets before the vehicle stops, because the driver cannot wait there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some areas are suspended for roadworks or events: in 2026 via Tiburtina (Mura Verano) and the Olimpico-Farnesina car park are listed as unavailable. This is why, the day before the service, we check the notices on the tour bus page of Roma Servizi per la Mobilit\u00e0.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What this means for your group&#8217;s programme<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The drop-off point and the pick-up point are often not the same. If the group gets off at via del Circo Massimo for the Colosseum and then walks on towards Piazza Venezia, the coach will wait for them in another area, and the walking time has to go into the programme. Around the Vatican, with the day split into morning and afternoon slots, the visit has to fall within the slot for which we hold the permit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A concrete example: 50 people, a visit to the Vatican in the morning, lunch in Trastevere, the Colosseum in the afternoon. You need a type B permit valid for both areas, a morning drop-off on the Vatican side, a pick-up point within walking distance of the restaurant and a booked bay at the Colosseum.
